Amendment 0005 This combined synopsis/solicitation N6264926QB040 Amendment 0005 is hereby canceled due to a change in Government requirements. The Government has identified an alternate method to fulfill this operational need, and the unit dolly jacking and carrying services are no longer required. As a result of this cancellation, no contract award will be made under this solicitation number. Any quotations or partial submissions received in response to this solicitation are hereby rejected and will not be evaluated further.

1. Provide Government Responses to Additional Technical Questions received.

2. Extend the quote submission closing date from 13 July 2026 to 27 July 2026, 11:00 AM Japan Standard Time (JST). All other terms, conditions, specifications, and provisions of the original solicitation remain unchanged.

Amendment 0001 The purpose of this combine synopsis/solicitation N6264926QB040 Amendment 0001 is to reopen the solicitation and extend the proposal due date for an additional two (2) weeks.

1. The deadline for receipt of quotes/proposals is extended to 13 July 2026 at 11:00 AM Japan Standard Time (JST).

2. Quoters are reminded that an active System for Award Management (SAM) registration is required to be considered for award. All other terms and conditions remain unchanged.

This requirement is to acquire a Unit Dolly and a Certified Operator for Jacking and Carrying Services. The services are required by the Ship Repair Facility and Japan Regional Maintenance Center (SRF-JRMC) to support the removal of the shaft and rudder from the USS BLUE RIDGE (LCC-19), currently located in Dry-dock #6 at Yokosuka Naval Base.

Period of Performance (POP):

Base Period: 01 September 2026 - 05 December 2026 (69 days)

Option Period 1: 06 December 2026 - 13 December 2026 (5 days)

Option Period 2: 14 December 2026 - 20 December 2026 (5 days)

Option Period 3: 21 December 2026 - 27 December 2026 (5 days)

Place of Performance: Commander, Fleet Activities Yokosuka (CFAY) Naval Base. This solicitation is intended only for sources duly authorized to operate and do business in Japan, as prescribed by DFARS 252.225-7042. Prime Contractors outside of Japan must submit documentation that unambiguously demonstrates the Offer's compliance with DFARS 252.225-7042 (e.g. proof of incorporation) as part of their offer.
