Pilot and Aircrew Curriculum Revision and Maintenance (PACRM) IDIQ MAC Ceiling Increase

PACRM MAC IAW FAR 16.507-6 and FAR 16.601-5, this announcement is for the Naval Air Warfare Center Training Systems Division’s (NAWCTSD) award of modification to increase the ceiling of the Pilot and Aircrew Curriculum Revision and Maintenance (PACRM) Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contract (MAC).

A. Harold and Associates LLC., Jacksonville, Florida (N6134021D0005- P00008); Carley Corporation, Orlando, Florida (N6134021D0007-P00008); and Miltrain JV LLC, North Las Vegas, Nevada (N6134021D0008 – P00009); are awarded modification to a firm-fixed-price, indefinite-delivery/indefinite-quantity contract with the estimated aggregate ceiling of the modifications being $70,000,000, increasing the total contract ceiling from $90,000,000 to $160,000,000.

These modifications increase the aggregate ceiling of the contracts to provide continued services of providing a wide range of Curriculum Revision and Maintenance (CRM) services for various Navy and non-Navy customers. These CRM services have and will continue to support various training programs located at thirty-one Navy and Marine Corps sites around the world and also includes additional approved Foreign Military Sales (FMS) cases. Companies have an opportunity to compete for individual orders.

Percentages for work performed at each location is unknown until award of task orders under this contract, however, work will be performed at Navy installations in Whidbey Island, WA; Norfolk, VA; Lemoore, CA; Oceana, VA; North Island, CA; Mayport, FL; and Jacksonville, FL; Air Force installations in Tinder Air Force Base, OK; and Marine Corps Air Stations New River, Jacksonville; Cherry Point, NC; Miramar, CA; Beaufort, SC; and Camp Pendleton, CA.

The IDIQ ordering period is expected to be completed in April 2028. No funds will be obligated at the time of award; funds will be obligated on individual orders as they are issued. The original contracts were competed. Naval Air Warfare Center Training Systems Division, Orlando, Florida, is the contracting activity.
