Sole Source to Teledyne Instruments Inc. for Cable Assemblies

Sole Source to Teledyne Instruments per attached justification. SDV MK11 CABLE ASSEMBLIES The Naval Surface Warfare Center, Panama City Division, (NSWC PCD), Panama City, FL intends to award a firm-fixed price purchase order to Teledyne Instruments Inc. doing business as D.G. O’Brien. Procurement is for SDV MK11 Cable Assemblies, as follows:

This requirement is not suitable for full and open competition for the following reason(s): The MK11 cable assemblies referenced in the subject purchase request were custom manufactured by Teledyne Brown Engineering Inc., doing business as D.G. O’Brien for the SDV. D.G. O’Brien is the only manufacturer approved on the drawings for each of these cable assemblies. Other manufacturers of similar cable assemblies have not been vetted or approved for substitution.

The additional costs and time delays for the Government to identify and evaluate another cable; perform the required field-testing; and produce the required documentation and drawings would be prohibitive. As such, Teledyne Brown Engineering Inc. dba D.G. O’Brien is the only source capable of meeting this requirement
