Subj: SOLE SOURCE MEMORANDUM TO ACQUIRE ABAQUS SIMULIA SOFTWARE FROM DASSAULT SYSTEMS (Redacted) Identification of the agency and the contracting activity, and specific identification of the document as a “Limited Source Justification.” This is a sole source justification. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001 (Contracts Department Code 02).

Nature and/or description of the action being approved. This action will award a firm fixed price purchase order, on a sole source basis, to Dassault Systems Government Solutions Corp, 175 Wyman Street, Waltham, MS 02451-1223, to acquire Simulia ABAQUS Software. An ABAQUS software upgrade is needed for an on-going project in X21 /E64 to conduct more advanced analysis types. This upgrade is in the form of additional Tokens that remove restrictions from the current license.

Software Tokens will be used to conduct advanced structural analysis and dynamic simulations. A description of the supplies or services required to meet the agency’s needs (including the estimated value). This procurement is for the following:

SIMULIA ABAQUS Unified FEA Extended Services, PN: 5TP-QXT (Redacted). The Government’s minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels, but not exceeding the simplified acquisition threshold of $250,000.00.

Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements FAR 6.302-1(a)(2)(iii)(C). This procurement is sole source for the following reasons. Dassault Systems is the sole developer and distributor of ABAQUS Simulia Software.

The ABAQUS Simulia Software is a software suite for finite element analysis and computer-aided engineering, originally released in 1978. It is a software application used for both the modeling and analysis of mechanical components and assemblies (pre-processing) and visualizing the finite element analysis result.

Comparing SolidWorks and ABAQUS (design vs analysis): ABAQUS allows the ability to off load large analysis to the Navy DSRC (Navy’s supercomputing environment) ABAQUS allows for parallel processing, improving analysis times. ABAQUS software includes nonlinear material behavior solution, critical when permanent deformation is relevant. Solidworks is good at basic analysis, but when designing to the limits ABAQUS is more complete solution.

In summary, the ABAQUS software will allow modeling of critical system components prior to fabrication and increases the modeling and analysis software capabilities of NSWC PCD. In particular, this software is needed for an on-going project in X21 /E64 to conduct more advanced analysis types. Therefore, it is imperative that the ABAQUS Simulia Software is acquired as soon as possible.

A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b). The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.

For the reasons specified in paragraph 4 above, ABAQUS Simulia software is the only software that can meet the Government’s needs. Any other facts supporting the justification. None. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made. As stated in paragraph 4 above, Dassault Systemes is the only source that can provide the ABAQUS Simulia software that can meet the Government’s needs.
