Sole Source to Delresearch LLC for Acoustic Communications Experimentation Under the MHCE PA

This is a Sole Source to Delresearch LLC. See attached Redacted Sole Source Justification with Clauses. MHCE PA ACOMMS SUPPORT The Naval Surface Warfare Center Panama City Division, FL (NSWC PCD) intends to award a sole source, firm fixed price purchase order using simplified acquisition procedures to DelResearch, LLC for Acoustic Communications (ACOMMS) experimentation support under the MHCE US-Singapore Participation Agreement.

This procurement is sole source for the following reason: The tasking in this effort is closely related to the support DelResearch provided during testing on N6133122P0127. Given that they were involved in the testing, only DelResearch has the intimate knowledge of what was done and the data collected. Also, DelResearch is the OEM for some of the equipment that was, and will be, utilized during testing. As such, only DelResearch can meet the Governments requirements.
