Sole Source to Clean Harbors Environmental Services Inc Per Attached Justification. \ GOVERNMENT POINT OF ENTRY (GPE) ANNOUNCEMENT TO Transport And Incinerate Library HAZMAT The Naval Surface Warfare Center, Panama City Division, (NSWC PCD), Panama City, FL intends to award a firm-fixed price purchase order to the following vendor: Clean Harbors Environmental Services, Inc. 136 Longwater Drive Norwell, MA 02061 Cage: 1NFA4 Procurement is to transport and incinerate library HAZMAT, as follows:

The Naval Surface Warfare Center, Panama City Division, (NSWC PCD) Code 1032 has a requirement to acquire transportation and incineration of library HAZMAT. NSWC PCD has accumulated nitrocellulose film and paper that requires destruction according to the requirements of DODM 5200.01 V3. The work required includes the following:

The Contractor shall provide all labor, equipment, parts, and consumables required to dispose of the following items, in accordance with (DoD requirement for destruction of classified information):

(a) Approximately 1,200 14.75” x 12” x 9.5” boxes of paper, which will be strapped or shrink wrapped to pallets prior to the transport team arriving. The pallets will be 48”x48”x51” tall (or less), including the pallets.

(b) Less than 350 pounds of nitrocellulose film. Water access will be available for the chemist team to allow them to package the material properly. This requirement is not suitable for full and open competition for the following reason(s): Extensive market research was performed to find a provider that can provide all the following required services:

a. Destruction of classified hard copies, film, CD’s and Video Tapes in accordance with the requirements of DODM 5200.01 V3.

b. Transportation and destruction in the presence of a government witness.

c. Chemists who can travel to the Government’s facility to package the HAZMAT waste. The only service provider found that can provide all of the above services is Clean Harbors; therefore, it is considered advantageous to the Government to award this purchase on a sole source basis to Clean Harbors Environmental Services, Inc. for the items listed above.
