The Government intends to negotiate solely with Keysight under the authority of FAR 13.101.

No other company can provide the compatible software for the existing systems. The NAICS Code is 541519 and the Business Size Standard is large.This notice is not a request for competitive quotes; however, any responsible source believing that it canfulfill the requirement may submit a capability statement, proposal, or quotation. All responses received by 1500/3:00 p.m. Eastern Standard Time (EST) 05/25/2026 will be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
