Electrical Utility Control System (UCS)

Naval Facilities Engineering Systems Command (NAVFACSYSCOM), Northwest is issuing this Sources Sought Notice for Market Research purposes only. This notice does NOT constitute a request for proposal, quote and/or invitation for bid.

This Sources Sought is to determine if other potential sources of supply can provide UCS systems and components that provide equal performance and can fully integrate to meet cybersecurity requirements of NAVFACSYSCOM Northwest existing UCS manufactured by Schweitzer Engineering Laboratories.

Network-capable programmable digital controllers include, but are not limited to, real-time automation controllers (RTACs), substation/switch gear controllers, programmable logic controllers (PLCs), remote terminal units (RTUs), utility meters, and any associated network components required for full and complete networked operations. It does not include the physical system components (such as switchgears, automatic transfer switches, wiring, and similar). All product lines numbers start with SEL.

The use of the specified Manufacturer and Product Line will be required for all projects that require a connection to as the identified (existing or currently under development) NAVFACSYSCOM networked Facility Related Control Systems (FRCS) commonly referred to as the NAVFAC Northwest Electrical UCS. The Specified Manufacturer and Product Line meters will be configured and programmed using Government-licensed software from the respective Specified Manufacturer.

To be considered, please submit detailed technical data in order for the Government to conduct a comprehensive evaluation of your product to ensure compatibility with the existing system. The responder is solely responsible for the information it submits and any associated costs. The Government reserves the right to disregard any submittal that is incomplete or vague. Interested parties shall provide their response by July 31, 2023 at 2:00 P.M. Pacific Time. Information received after the due date/time will not be considered. Any information provided to the Government in response to this RFI will not be returned. All proprietary information will be treated appropriately.
