Notice of Intent to Sole Source Utility Energy Service Contract

In accordance with FAR and DFARS, Part 41, Naval Facilities Engineering Command Northwest intends to enter into a Utility Energy Service Contract with Puget Sound Energy Inc, 355 110th AVE NE, Bellevue, WA 98004. In accordance with 42 U.S. Code §?8256. Incentives for Agencies, Naval Facilities Engineering Command Northwest intends to enter into an agreement with a local serving energy provider.

The legislation cited above authorizes military departments to accept financing terms and rebates from their provider in order to implement energy conservation measures. The energy provider in accordance with this legislation will finance this project. The military is unable to accept financing from any other type of source. An approved Justification and Approval (J&A) will be published within 14 days of contract award.
