THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THE PURPOSE OF THIS ANNOUNCEMENT IS FOR MARKET RESEARCH PURPOSES ONLY. RESPONSES TO THIS ANNOUNCEMENT WILL BE USED BY THE GOVERNMENT TO MAKE APPROPRIATE ACQUISITION DECISIONS. A SUBSEQUENT SOLICITATION ANNOUNCEMENT MAY FOLLOW. RESPONSES TO THIS ANNOUNCEMENT WILL NOT BE CONSIDERED AS AN ADEQUATE RESPONSE TO ANY FUTURE ANNOUNCEMENT.
The Service Contract Division, C411, Norfolk Naval Shipyard (NNSY), Portsmouth, Virginia, is conducting market research for potential sources for Seal Test Assembly, Inner and Outer Seals and Insert, First Pass (See Attached Drawings and Attachment A & B) to be delivered to the Norfolk Naval Shipyard in Portsouth, Virginia.
The following is a basic description of the requirement: NSN PART NUMBER ITEM NAME 5330 LL-R23-0677 See Attached A, B, D (Drawings) Seal Test Assembly – Outer Omega Seal 5330-LL-R23-0676 See Attached A, B, D (Drawings) Seal Test Assembly – Inner Omega Seal 3439-97-3D0-8714 See Drawing A Insert First Pass – Omega Seal Welding Insert 3439-97-3DO-8717 See Drawing A Insert Second Pass – Omega Seal Welding Insert All interested vendors are invited to provide information to contribute to this Notice including, commercial market information.
Technical questions will not be entertained at this time. Please respond only to the requested information and questions 1-9 below (This may be 1-8 if you delete question #7.).
The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (Service Disabled/Veteran Owned Small Business (SDVOSB/VOSB), HUBZone, 8 (a), small, small disadvantage, woman owned small business, or large business) relative to NAICS 339991, other measuring & controlling device, physical properties testing equipment. Responses to this synopsis will be used by the Government to make appropriate acquisition decisions.
After review of the responses to this Sources Sought Notice, a solicitation announcement may be published on the FBO website. Responses to this Sources Sought Notice are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this Source Sought announcement. Reponses to this Sources Sought request should reference N42158-24-Q-E027, and shall include the following information in this format:
1) Is your business large or small?
2) If small, does your firm qualify as a small, emerging business, or small disadvantaged business?
3) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8 (a) of the Small Business Act?
4) Is your firm a certified HUBZone firm?
5) Is your firm a woman-owned or operated business?
6) Is your firm a certified Service-Disabled Veteran Owned Small or veteran owned small business?
7) Would allowing pricing for shipment to different location "ZONES" have any effect on the pricing your company can offer? Should the Government include "ZONES" in the solicitation? There will be two (2) ZONES; an East Coast and West Coast Zone. (I don’t think you need this. The weights will be shipped to NNSY and I don’t see any evidence of multiple ship-to addresses.) 8) Include the DUNS number and Cage Code of your firm. 9) Is your firm registered in the System for Award Management (SAM) at https://www.sam.gov? If not, please register.
NOTE: No award can be made to a contractor who is not registered in SAM. All interested parties who consider themselves qualified to meet the above requirements are invited to submit a response to this Sources Sought Notice at carolyn.f.burns.civ@us.navy.mil THIS IS A REQUEST FOR INFORMATION, OR SOURCES SOUGHT, and SHALL NOT BE CONSTRUED AS A REQUEST FOR PROPOSALS OR OFFERS. VENDORS RESPONDING TO THIS NOTICE WILL NOT BE ENTITLED TO PAYMENT OF DIRECT OR INDIRECT COSTS.
