Facility Investment Services for Marine Corp Air Station (MCAS) Cherry Point North Carolina and outlying fields Bogue, Atlantic, BT 11 and BT 9

This is not a request for either a quote or proposal, or invitation for bid. The intent of this pre-solicitation synopsis is to notify potential offerors of a Performance-Based Facility Support Service Type Contract, with Recurring and Non-Recurring Services at Marine Corp Air Station (MCAS) Cherry Point, North Carolina.

The contractor shall provide all labor, management, supervision, tools, material, and equipment required to perform Facility Investment Services for facilities, ground structures, and installed equipment and systems at Marine Corp Air Station (MCAS) Cherry Point North Carolina and outlying fields Bogue, Atlantic, BT 11 and BT 9. BT 11 and BT 9 are islands located in the Pamlico Sound, which is accessible only by boat.

General Work Requirements:

11. Annual Cleaning of Hangar Floors
12. Actuator Valves
13. Paint Stripping Booth Equipment
14. Reverse Osmosis
15. Ultra-Violet System
16. Compressed Air Systems Atlas Copco
17. United Blowers Positive Displacement Maintenance
18. Scale Calibration
19. Turnstile and Gate Maintenance
20. Flow Meter Calibration
21. Tool Calibration, including high voltage tools
22. Inspection of Elevated Potable Water Tanks
23. Cathodic Protection Systems
24. Certification and Calibration of Parshall Flumes

Source selection procedures will be used to select the best value offeror using tradeoff analysis in accordance with FAR Part 15 – Contracting by Negotiation. The solicitation and resulting contract award will be a performance-based service acquisition made to the responsible offeror whose proposal, conforming to the request for proposal (RFP), will be advantageous to the Government price and other evaluation factors considered. The offeror’s proposal shall contain a response to each of the evaluation factors and shall be in the form prescribed by the solicitation. The solicitation requires the evaluation of price and the following non-price factors: Factor 1 – Management Approach, Factor 2 – Recent, Relevant Experience of the Firm, Factor 3 – Safety, and Factor 4 – Past Performance.

The proposed procurement will be issued as an indefinite delivery/indefinite quantity (IDIQ) type contract with recurring and non-recurring services. The IDIQ contract will include online ordering capability using FedMall for the non-recurring exhibit line item numbers (ELINs). Acceptance of Government Purchase Credit Cards is required along with the purchase of FedMall encrypted software.

The North American Classification System (NAICS) is 561210; the size standard is $47M.

Offers shall be submitted for the performance of work for a period of one year. However, the initial term of the contract may be for a period of less than one year. The Government has the option to extend the term of the contract services for additional periods of one to twelve months. The contract will be for a base period of one year with four (4) one-year option periods, which, cumulatively, will not exceed (60) months. This contract will include a phase-in period.

If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six months under the Option to Extend Services clause. 

A sources sought notice N4008526R0042 for this procurement was posted on 5 December 2025 on SAM, and a market survey was conducted that included an assessment of relevant qualifications and capabilities of potentially qualified firms.  As a result of the market research analysis, a determination was made to set aside this procurement under the Small Business Program.  The NAVFAC MIDLANT small business office, as well as the Small Business Association, concurs with this decision.

The proposed procurement will be listed as a competitive 100 percent small business set-aside.  The Government will only accept offers from small business concerns. The Request for Proposal (RFP) will be made available in electronic format only (Adobe Acrobat (pdf)) and will be posted on SAM.gov website on or about 12 November 2026. The estimated proposal due date shall be at least 30 days after the RFP is posted.  

All prospective contractors are required to register on the System for Award Management (SAM) database. Offerors and contractors may obtain information on registration and annual confirmation requirements via the Internet at https://sam.gov/. Notifications of any updates or amendments to the solicitation will be posted on the SAM. Only registered contractors will be notified by e-mail when amendments to the solicitation are issued. IT IS THE SOLE RESPONISBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE WEBSITE FOR CHANGES. 

This contract will replace a contract (N4008521D0034) for similar services awarded in 2021 for $7,184,504.64 (recurring and non-recurring services to Government Contracting Resources, Inc., 315 Page Rd, Pinehurst, NC 28374.  The most recent option awarded for $8,019,744.75.   The current contract expires 31 January 2027.
