Midway Gate to ELMR 580A Fiber Optic Installation

Request for Proposal (RFP) has been solicitated in accordance with the Federal Acquisition Regulations (FAR) Part19.805-1(a)(1) section (8a) of the small business act (15 U.S.C.27(a)) and the Partnership Agreement between the Department for Defense and the U.S. Small Business Administration.

Competition under FAR Part 6.2 - Full and Open Competition After Exclusion of Sources and FAR Part 16.703 - Basic Ordering Agreements: Midway Gate to 580A Fiber Optic Installation Project - award issued as a task order under NWS Earle 8(a) Basic Ordering Agreement N4008522G2502. The contractor shall complete all related work per the specifications that includes installing approximately 3.5 miles of OSP fiber optic cable infrastructure from Midway gate to Building 580A at NWS Earle.

The contractor shall obtain digging permits prior to start of excavation and comply with Installation requirements for locating and marking underground utilities. Contact local utility locating service a minimum of 15 days prior to excavating, to mark utilities, and within sufficient time required if work occurs on a Monday or after a Holiday. Verify existing utility locations indicated on contract drawings, within area of work.

Allow the NMCI Contractor access to the facility towards the end of construction (finishes 90 percent complete, rough-in 100 percent complete, Inside Plant (ISP)/Outside Plant (OSP) infrastructure in place) to provide equipment in the telecommunications rooms and make final connections. Coordinate efforts with the NMCI Contractor to facilitate joint use of building spaces during the final phases of construction.

Segregate, itemize, deliver and off-load the salvaged property at the Government designated storage area located within 5 miles of the construction site. Provide a salvage plan, listing material and equipment to be salvaged, and their storage location. Maintain property control records for material or equipment designated as salvage. Provide a system for property control in the salvage plan. Store and protect salvaged materials and equipment until disposition by the Contracting Officer. Basic Ordering Agreement (BOA)
