DESCRIPTION: Naval Facilities Engineering Systems Command, Mid-Atlantic (NAVFAC MIDLANT), is issuing this Sources Sought Notice for market research purposes only. This notice does NOT constitute a request for proposal, quote, and/or invitation for bid. The purpose of this notice is to determine the availability of a service to provide overhaul and renewal of existing Trane Chillers (Model RTHB150FLG00 and RTWD130F2C01).

BACKGROUND: THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a request for proposal and no contract will be awarded from this notice. There will not be a solicitation, specifications, or drawings available at this time. This notice is a market research tool used for planning purposes only to determine the availability and capability of businesses. NAVFAC MIDLANT is seeking a Trane certified and licensed vendor capable of providing overhaul and maintenance services for existing Trane Chillers at Surface Combat Systems Center Wallops Island. The anticipated contract will provide for overhaul and one year of maintenance for two (2) Trane Chillers at SCSC Wallops Island.

INSTRUCTIONS TO INTERESTED PARTIES: It is requested that interested parties submit a brief capabilities package not to exceed 5 pages. This capabilities package shall address, at a minimum the following:

(1) Examples of projects worked within the last five years of similar size, scope and complexity as the work indicated. Knowledge of the state regulations within the AOR. Indicate whether your firm worked as a prime or subcontractor, contract value, brief description of how the referenced contract relates to the work described, and a Government / Agency point of contact.

Size: A construction-type equipment rental contract with a value of at least $500,000.

Scope: Offeror must have provided on-call, as needed rental equipment for BSVE services as described in the Performance Work Statement (PWS).

Complexity: Offeror must have been responsible for responding simultaneously to requirements for several customers or installations/locations.

(2) Company profile, to include number of offices and number of employees per office, annual receipts, office location(s), available bonding capacity, Unique Entity ID (UEI) number, and CAGE Code.

(3) Please indicate if you are a Small Business, Small Disadvantaged Business, Women Owned Small Business, Service-Disabled Veteran-Owned Small Business, certified HUBZone Small Business, and certified 8(a) Business. The capabilities package for this sources sought notice is not expected to be a proposal, but rather a short statement regarding the company’s ability to demonstrate existing, or developed, expertise and experience in relation to this contract.

Any commercial brochures or currently existing marketing material may also be submitted with the capabilities package. Submission of a capabilities package is not a prerequisite to any potential future offerings, but participation will assist the Navy in tailoring requirements to be consistent with industry capabilities.

Responses shall be submitted electronically to Nate Whybrew, Contracting Officer, at nathan.b.whybrew.civ@us.navy.mil no later than 2:00pm EST on July 12, 2024. Hardcopy or facsimile submissions shall not be accepted or considered by the Government. Responses received after the deadline or without the required information shall not be considered by the Government. Please note that this is not a Request for Proposal (RFP), a promise to contract, or a commitment of any kind on the part of the Government.

There will be no debrief, evaluation letters, and/or results to be issued to interested parties that choose to respond. Information obtained from this Sources Sought Notice is for market research purposes to determine whether another companies’ similar products can meet, or be modified to meet, the Governments needs which will facilitate the decision-making process.

All information received in response to this Sources Sought Notice marked or designated as proprietary information will not be released outside the Government. The Government shall not reimburse or assume any cost incurred by interested parties that respond to this notice.
