THIS IS A BRAND NAME SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT OR A REQUEST FOR PROPOSAL. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME.

A determination by the Government to not compete this requirement, for the specific items listed below, based on the responses to this notice is solely within the discretion of the Government. Reference FAR 6.302-1(c), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements - Application for brand name descriptions.

"This is a market research tool being used to determine the availability, and adequacy of potential business sources capable of satisfying this agency’s requirements exist. Department of Navy, Naval Facilities Engineering Command (NAVFAC) Washington, Public Works Department Patuxent River Naval Air Station, is interested in gaining knowledge of potential qualified small business firms capable of performing the following work:

PROJECT DESCRIPTION:

Size: In accordance with DFARS 236.204(ii), the magnitude of construction for this project is between $1,000,000 and $5,000,000.

NAICS Code: The appropriate NAICS code for this procurement is 238220- Plumbing, Heating, and Air Conditioning Contractors Annual Size Standard: $39.5M The purpose of this sources sought notice is to determine if there are commercially available and interested suppliers capable of performing the services pertaining to the following and as detailed in the Specifications:

Scope: B2185 Overhaul Three Chillers. B2187 Perform Trane Overhaul on Chillers 1-3, and B2188 Perform Trane Factory Overhaul on Centrifugal Chillers 1&2.

Complexity:

Building: #2185: Perform Trane Factory Overhaul on 3 Chillers, Upgrade Chiller Control Panels on 3 Chillers with the Latest Version of Trane Tracer Adaptview Panels and Controls.

Building: #2187: Perform Trane Factory Overhaul on Centrifugal Chillers 1, 2, and 3, Upgrade Chiller Control Panels on Chillers 1 & 3 with the Latest Version of Trane Tracer Adaptview Panels and Controls.

Building: #2188: Perform Trane Factory Overhaul on Centrifugal Chillers 1, and 2, Upgrade Chiller Control Panels on Chillers 1 & 2 with the Latest Version of Trane Tracer Adaptview Panels and Controls.

NOTE: The Contractor Shall Have 500 Pounds of HCFC- 123 Refrigerant on hand to Ensure all 8 Chillers are fully charged to factory specs. The Government will take possession of any leftover refrigerant. The contractor shall properly dispose of any R-123 Refrigerant that is not re-used in the 8 Chillers being overhauled. This is a new procurement. It does not replace an existing contract.

No prior contract information exists The Government will use responses to this Sources Sought Synopsis to make appropriate acquisition decisions. The Capabilities Statement for this source sought is not expected to be a proposal, but rather short statement on attached form (Attachment 1) regarding the company’s ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein.

Submission of a Capabilities Statement is not a prerequisite to any potential future offerings, but participation will assist the Government in tailoring requirements to be consistent with industry capabilities. Interested Sources are invited to respond to this Source Sought by completing Attachment 1 – Company Information and providing product technical information:

(1) Identification of the manufacturer's name, address, and country of product manufacture.

(2) Narrative addressing how your product meets the features listed above. RESPONSES ARE DUE ON Thursday, 25 April 2024 NLT 2:00PM (EST).
