This SOURCES SOUGHT is being issued by the Southeast Regional Maintenance Center (SERMC) as a means of conducting market research to determine industry capability and interest in performing the upcoming repair and maintenance of United States Navy Barge YRBM(L)33, anticipated to begin June 2024. This is NOT a Request for Proposal (RFP) and in no way constitutes a solicitation nor obligates the Government to award a contract or order of service.
The Government will not pay for any effort expended, or any materials provided in response to this announcement, nor will the Government return any data provided. All responses to this Sources Sought is STRICTLY voluntary. The place of performance is to be at Naval Station Mayport.
The Government has provided an outline of some of the work anticipated to be completed under Enclosure B. The notice of interest should be on your company’s letterhead with telephone number, mailing address, e-mail address of one point of contact. Also, provide a brief description of your company and its capabilities as they relate to the requirements set forth in Enclosures (A) and (B), and answers to the following specific questions. Please limit your response to no more than five (5) pages.
Is your company a small or large business as defined by the Small Business Administration (SBA) under NAICS code 336611 Ship Building and Repairing? How many employees do you have? Does your company have a website? If so, what is your company’s website address? Does your company have a satisfactory performance record for the type of work required? Please provide examples of relevant and recent (within the past three years) past performance.
Does your company have the necessary organization, experience, accounting and operational controls, and technical skills, or the ability to obtain them (including, as appropriate, such elements as production control procedures, property control systems, quality assurance measures, and safety programs applicable to materials to be produced or services to be performed by the prospective contractor and subcontractors)?
Given the complexity of the work described in this announcement, including Enclosure (B), please describe your company's historical experience completing work on similar systems at a similar complexity on the critical systems outlined in Enclosure (B), or briefly describe how your company would be capable of meeting these requirements as of contract award.
Given the complexity and size of the work described in this announcement (Enclosure (B), does your company plan to submit a proposal in response to the anticipated solicitation for the repair and maintenance of YRBM(L)33? Information provided shall be treated as Business Sensitive or Confidential to the responder, exempt from public release under the Freedom of Information Act. All information shall be provided free of charge to the Government.
SERMC may request further information regarding the capabilities of respondents to meet the requirements set forth in the announcement. No telephone inquiries will be accepted and requests for solicitation packages will not be granted, as a solicitation has not been prepared at this time.
It is requested that all interested Small Business concerns, including but not limited to HUBZone, 8(a) Small Disadvantaged Business (SDB), and Service-Disabled Veteran-Owned Small Businesses (SDVOSB), respond with capability Statement. Interested Small Business concerns must identify their small business socio-economic categories. Based on responses to this Sources Sought notice and market research, this requirement may be set-aside for small business or procured through full and open competition.
A single award firm fixed price contract is being contemplated by the Government for this requirement. The applicable North American Industry Classification System (NAICS) code for this procurement is 336611 – Ship Building and Repair, with a small business size of 1,300 employees.
