Arbinger Outward Mindset Leadership and Culture Development Training

The Portsmouth Naval Shipyard (PNSY) has awarded a sole-source task order under General Services Administration (GSA) Human Capital and Training Solutions (HCaTS) Small Business Pool 1 Contract 47QREB19D0011 to The Arbinger Company. This requirement provides specialized organizational culture transformation, leadership development, executive coaching, and proprietary curriculum instruction utilizing the "Outward Mindset" framework. The contract structure includes a 12-month base period and four (4) 12-month option periods, encompassing:

1. Executive and senior leader development workshops (DIOM / OL);

2. Workforce-wide cultural alignment sessions (OP);

3. Strategic alignment work sessions and executive advisory support;

4. A comprehensive Train-the-Trainer (TTT) program to build an organic cadre of 170 certified internal government facilitators, progressively reducing contractor facilitation over time. This task order was awarded without providing fair opportunity pursuant to the authority of 10 U.S.C. 3406(c) and FAR 16.507-6(b)(2): "Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized."

The Arbinger Company is the sole creator, copyright holder, and intellectual property owner of the Outward Mindset methodology, diagnostic assessments, and associated certification materials. No other vendor is authorized to license, instruct, or certify government facilitators in this proprietary framework.
