This is a Sources Sought Notice issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. The attached Performance Work Statement (PWS) is a preliminary draft provided to help industry frame responses and is subject to change. The Government is not seeking proposals and will not accept unsolicited proposals.

Interested parties are invited to submit a concise capability statement that demonstrates their ability to perform the services described in the draft PWS. The Government will not pay for any information or administrative costs incurred in response to this notice. All submissions become Government property and will not be returned. To ensure consistency, please format your response as follows:

1. Submission Format: Responses shall not exceed 10 pages (8.5” x 11” paper, 1-inch margins, 12-point font). The file should be in Microsoft Word or Adobe PDF format. Do not include any pricing or cost information.

2. Content Requirements: Please structure your capability statement to address the following areas:

Section A:

Company Information: Company Name, Address, CAGE Code, and Unique Entity ID (UEI). Point of Contact (Name, Title, Email, and Phone Number). Company’s size and socioeconomic status under NAICS code 611430 (e.g., Small Business, 8(a), Woman-Owned Small Business, HUBZone, Service-Disabled Veteran-Owned Small Business, etc.).

Section B:

Corporate Experience: A summary of your company’s demonstrated experience providing structured process improvement, workshop facilitation, and training services similar to those in the draft PWS. Please highlight any experience within the Department of Defense, other federal agencies, or in industrial environments.

Section C:

Technical Capability and Approach: A high-level overview of your company's technical approach to fulfilling the requirements, including your methodology for workshop facilitation and knowledge transfer ("train-the-trainer"). A description of the type of collaborative software tool your company would propose to meet the functional requirements of PWS Section 5.4.

Section D:

Feedback on Draft PWS (Optional): The Government welcomes feedback on the draft PWS. Please provide any comments on the clarity, feasibility, or potential risks of the requirement, or any suggestions that could help improve performance outcomes.
