This is a combined synopsis/solicitation for commercial items (vehicles) prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the solicitation; quotes are being requested and written solicitation will not be issued. The solicitation number is:
N3319125Q6004. The North American Industry Classification System (NAICS) Code 441227, the business size standard is $40 Million and the Product Services Code is 2340 Motorcycles, Motor Scooters, and Bicycles. The Government will award a Firm-Fixed-Price (FFP) contract resulting from this Request for Quote (RFQ) to the responsible quoter whose submission conform to the solicitation.
The Government intends to evaluate quotes and award without discussions with offerors; however, reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. This announcement does not obligate the Government to award a contract nor does it obligate the Government to pay for any preparation cost.
PROJECT DESCRIPTION: The intent of this project is to provide two new scooters and three new motorcycles for use in motorcycle safety training at Naval Support Activity Naples. Please see Attachment 1 - Performance Work Statement (PWS) for critical vehicle specifications. Please see Attachment 2 - Solicitation Provisions and Clauses. FAR clauses 52.212-1 through 52.212-5 are included in this solicitation.
Please see Attachment 3 – Price Schedule BASIS OF AWARD: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price and technical compliance. Award will be made on the basis of the lowest price that conforms to the solicitation.
PRICE: Quoters SHALL complete and submit the price schedule (Attachment 3) with their Quote and include a price for each line item. Failure to do so will result in the quote being rejected without further consideration. The Contracting Officer will evaluate each Quoters price in accordance with FAR 13.106-3 to determine price reasonableness.
TECHNICAL COMPLIANCE: Quoters SHALL provide sufficient documentation (e.g., product specifications, brochures, or technical data sheets) with their quote to demonstrate that the proposed vehicles fully meet or exceed all requirements and specifications outlined in the PWS (Attachment 1). The Government will evaluate technical compliance on a pass/fail basis. Quotes will be deemed technically acceptable only if they clearly demonstrate compliance with all PWS specifications. Quotes that fail to demonstrate full compliance will be considered technically unacceptable and ineligible for award.
RESPONSIBILITY: To be considered for award, the quoter must be determined responsible in accordance with FAR 9.104-1. Quoters, including local Italian vendors, shall submit information sufficient to demonstrate their capability to perform the contract, including but not limited to:
A minimum of two (2) points of contact (including name, phone number, email, project title, contract amount, and a brief description of the work performed) for recent and relevant contracts or projects similar in scope to the requirements of the Performance Work Statement (PWS). References may be from Italian or European clients, and contact information can be provided in Italian with an English translation or summary if necessary.
Evidence of adequate resources and technical capability to meet PWS requirements (e.g., product specifications, Italian or EU certifications such as those from the Italian Ministry of Infrastructure and Transport, vehicle type approvals under EU regulations, or documentation of relevant equipment or facilities).
Any additional information the quoter deems relevant to demonstrate financial capability, business integrity, or compliance with performance schedules (e.g., excerpts from Italian Chamber of Commerce registrations, bank references, or local business licenses). The Contracting Officer may use this information, along with other readily available data (e.g., commercial sources, Italian business registries, or past performance records), to determine responsibility.
For foreign vendors, such as local Italian vendors performing work outside the United States, the Contracting Officer may waive SAM registration if deemed impractical (e.g., due to language barriers, technical challenges, or local business practices), per FAR 4.1102(a)(5). Failure to provide sufficient information to demonstrate responsibility may result in the quote being deemed non-responsible and ineligible for award.
PERIOD OF PERFORMANCE: All work shall be completed within 60 days of contract award. AMENDMENTS Amendments will be posted to the System for Award Management (SAM) website: www.sam.gov. It is the Offeror’s responsibility to check the SAM for any amendments to the solicitation. All Amendments SHALL be acknowledge in the Offeror’s proposal per instructions.
SUBMISSION INSTRUCTIONS: All interested firms shall submit a Quote in accordance FAR provision 52.212.-1 and shall include the information as stated below. Point of Contact Name, Email Address, and Telephone Number CAGE Code and Unique Entity ID (UEI) number (if available) SAM Registration (if available)
Quote: Quoters SHALL complete and submit the price schedule (Attachment 3) and include a price for each line item.
Responsibility: submit information sufficient to demonstrate their capability to perform the contract. Complete any information required by the FAR clauses and provisions included in Attachment 2. Note: The failure of an Offeror to complete and submit items 1 through 6 will result in the Offeror’s quote being deemed non-responsive and ineligible for further consideration for award.
Quotes must be submitted electronically via email to paul.m.martha.civ@us.navy.mil with a copy to marc.r.zurasky.civ@us.navy.mil utilizing the subject Request for Quotation number (N3319125Q6004). Quotes must be received no later than the date and time stated in this synopsis. Quotes received after the deadline are Late, and may not be considered for contract award. Please monitor SAM.gov for any amendments to the solicitation.
It is the responsibility of the vendor to specifically acknowledge ALL amendments prior to the solicitation close. The preferred method of acknowledging an amendment is to return a signed copy of the amendment (form SF30) first page as a PDF email attachment with your quote. Failure to acknowledge amendments may result in your offer not being considered for award.
