Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY&IMF) awarded this firm fixed price contract under authority 10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. 

This supply contract was awarded to Northrop Grumman System Corporation for repair and overhaul of Ship's Service Turbine Generators on a Virigina class submarine. Competition was limited to Northrop Grumman System Corporation as they are the only source for this requirement. J&A 026037 further documents the rationale for other than full and open competition.
