The NAVSUP Fleet Logistics Center Norfolk (FLCN), Contracting Department, Norfolk VA intends to award a to award a Firm Fixed Price, 100% Small Business set-aside for Information Technology Study Services in support of The Naval History & Heritage Command (NHHC). THIS NOTICE IS NOT A REQUEST FOR COMPETIVE QUOTATIONS. A request for quote will be available for download on or about 24 June 2024 under RFQ number N0018924Q0345 at the following website: beta.sam.gov.

This action will be solicited as a 100% Small Business set-aside under FAR Part 12 “Acquisition of Commercial Items,” using Simplified Acquisition Procedures FAR Part 13, as supplemented with the additional information included in this notice. This action will result in a firm fixed-price award type contract for Intermediate Museum support services. Service location is NHHC - Washington, DC 20374. This announcement will close on 20 June 2024, 11:00 AM Eastern time.

Responses may be submitted to Trumeka King who can be reached at email trumeka.c.king.civ@us.navy.mil. trumeka.c.king.civ@us.navy.mil. System for Award Management (SAM). Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://beta.sam.gov/ . All quotes shall include price(s), FOB point, a point of contact, name and phone number, GSA contract number if applicable, business size, and payment terms.

Each response must clearly indicate the capability of the quoter to meet all specifications and requirements. The applicable North America Industry Classification System (NAICS) code is 541618 and size standard of $19.0 million dollars. Interested persons may identify their interest and capability to respond to the requirement. Any information received will be reviewed by NAVSUP FLC Norfolk Contracting Department.

A determination by the Government not to compete the proposed contract action based upon responses to this notice is solely within the discretion of the Government. Potential vendors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available by downloading the documents at the above website. This office will no longer issue hard copy solicitations.

By submitting a quote, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contract from any federal agency. Failure to do so may represent grounds for refusing to accept the quote.

Through its submission, the vendor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance and through final payment of any contract resulting from this solicitation, except for award to foreign vendor for work to be performed outside the United States. Lack of registration in the CCR database will make a vendor ineligible for award.
