The following notice is published for Informational Purposes Only. This is not a request by the Government for submittal of proposals or quotes of any kind.

The Government intends to issue, on a Sole Source basis, an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to Compunetix, Inc. 2420 Mosside BLVD, Monroeville, PA, 15146, in an effort to procure hardware and technical support of the Compunetix Mission Voice Platform (MVP) system in support of the Atlantic Test Range, Test Communications Branch located at the Naval Air Station Patuxent River, MD. The resultant contract will be primarily Firm Fixed Price with a Cost CLIN during a Five Year ordering period.

This acquisition is being procured on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy requirements. Compunetix has proprietary rights to the products and a service associated with this acquisition requirement and as such is the only vendor that can provide original equipment manufacturer (OEM) parts.

No other supplies or services will satisfy the program’s requirements. The product warranty and license and agreement will be voided if maintenance and technical support are provided by unauthorized sources. Without renewal of the hardware maintenance and technical support, the equipment and their functionality would be put in an extremely unstable situation, which could cause work stoppages.

No other products could be utilized without a substantial increase in effort and cost, and a significant risk of data corruption, loss or removal during transition. Market research has revealed that no other known contractor could immediately satisfy the Government’s requirement without a significant disruption of services due to the time and cost it would take to acquire technical data rights from the OEM.

Based on FAR 6.302-1, Compunetix is the only known source that has the technical data, knowledge, experience, and capability necessary to fulfill the Government’s need and meet its requirements within the defined schedule.

IMPORTANT ADDITIONAL INFORMATION FOR INTERESTED PARTIES: There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.
