MV 22 Conversions

The Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, MD intends to negotiate and award a Delivery Order under Basic Ordering Agreement (BOA) N0042121G0005 to Collins Aerospace, 400 Collins Rd., NE, Cedar Rapids, IA 52498 to convert a quantity of up to forty-eight (48) CV-22 and ninety-eight (98) MV-22 Osprey, RT-1990(C)/ARC radios (Collins Aerospace Part Number 822-3137-001) to RT-1990A(C)/ARC radios (Collins Aerospace Part Number 822-3137-002).

It includes the necessary programmatic and technical support for the onsite conversions, henceforth referred to as “the conversions”, at Collins Aerospace (Cedar Rapids, Iowa) and scope for Out-of-Warranty repairs. This acquisition is being pursued on a sole-source basis under the authority of 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.

Collins Aerospace is the Original Equipment Manufacturer (OEM) of both the hardware and software of the TACAN Systems. The Government does not possess adequate data or the rights necessary to competitively award this requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement. However, interested parties may identify their interest and capability by responding to this requirement.

The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. No phone inquiries will be entertained.
