N00421-24-2ndSource This is a Request for Information (RFI) only and does not constitute a commitment, implied or otherwise, that the Naval Air Warfare Center Aircraft Division (NAWCAD) will take any action on this matter. Further, NAWCAD is not responsible for any cost incurred in furnishing information. This RFI is not a solicitation for proposals. The purpose of this announcement is for informational purposes only and is issued in accordance with (IAW) Federal Acquisition Regulation (FAR) subpart 15.201(e).

No reimbursement shall be made for any costs associated with providing information in response to this announcement or any follow up information requests. The Naval Undergraduate Flight Training Systems, PMA-273 located at Naval Air Systems Command (NAVAIR), Patuxent River, MD is releasing a RFI to identify commercial sources that can perform major structural modifications, Inlet installations and On-Aircraft In-Service-Repairs (ISR) to the T-45 Goshawk aircraft.

The Government is considering the benefits of having additional sources to perform the defined work within the Technical Directives (TDs). To access sample TDs, any interested source must submit its request for these files by email to the Contract Specialist listed below. In response to this, please provide the Government with a capabilities statement package that includes the following:

• Description of the current skillset employed to perform this work; • Past experience in performing similar work. Please include descriptive information such as customer, aircraft type, and contract number; • Current capacity to perform this work; and • Location/Facility where work would be performed.

Interested businesses shall submit responses and any questions via email to Brandon Snow, Contract Specialist, brandon.m.snow4.civ@us.navy.mil, and cc: Kathleen Dougherty, Contracting Officer, kathleen.c.dougherty.civ@us.navy.mil. The response package shall be no more than Ten (10) single-sided 8.5 X 11 inch pages, with font no smaller than 10 point. In addition, the package shall demonstrate the company’s ability to perform the requirement as listed above and within the Technical Directives.

Upon receipt and review of responses, the Government may schedule follow-up meetings to discuss the information provided by interested parties. Responses to this request will not be returned. All responses shall include the Company Name, Company Address, Current Small Business Status, CAGE Code, DUNS number, NAICS code(s) and at least two Points of Contact (POC) including name, phone number and email address. Classified material SHALL NOT be submitted.

All proprietary or corporate data received shall be clearly identified and will be protected from release to sources outside the Government. One electronically submitted response shall be received no later than 2/7/24 by 4:00pm (EDT) and reference: N00421-24-2ndSource. Responses to this request may not be returned.
