This is a combined synopsis/solicitation for commercial products prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation number N0040626Q0475 is issued as a request for quotation (RFQ) for one (1) Schottel Hydraulic Clutch, P/N 1150901. This acquisition is not set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference.

The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. The NAICS CODE is 333611 and the Small Business Size Standard is 750 employees. The Government intends to award a firm fixed price (FFP) purchase order that meets the specifications outlined below.

The proposed contract action is for SOLE-SOURCE commercial supplies for which the Government intends to solicit directly to the Original Equipment Manufacturer (OEM), Schottel Inc. This is a noncompetitive contract action and competition is lacking as the OEM is the sole distributor for the required supply and the required supply must be compatible in terms of form, fit, and function and no other alternatives will suffice.

Interested parties may identify their interest and capability to respond to the requirement and submit quotes. Determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.

The Government will award a contract resulting from this solicitation without discussions to the responsible offeror whose quote, conforming to the solicitation that represents the best value to the Government, price, delivery, technical acceptability, past performance, and other factors considered.

QUESTIONS: Offerors may submit their questions regarding clarification of solicitation requirements to LCDR Ryan Storrusten by email at ryan.j.storrusten.mil@us.navy.mil no later than 1 day prior to closing of the solicitation. Any questions received after this deadline may not be answered. Shipping term shall be FOB Destination; therefore, quote SHALL include shipping cost. System for Award Management (SAM). Quoting vendors must be registered in the SAM database to be considered for award.

Registration is free and can be completed on-line at http://sam.gov/. To be considered for this opportunity, all quotes shall be submitted in either Microsoft Word, Excel spreadsheet or Adobe PDF. Quote must include price(s), FOB Destination, a point of contact, name and phone number, business size, and payment terms. Each quote must clearly indicate the capability of the vendor to meet all specifications and/or requirements in the solicitation.

Responses to this solicitation are due by 0900 PDT on 19 August 2026. Please email quotes to LCDR Ryan Storrusten at Ryan.J.Storrusten.mil@us.navy.mil. Quotes shall be valid for sixty (60) days (at minimum). Quote packages shall contain the following information: Official Company Name; Point of contact including name and phone number; and Cage Code number. See attached solicitation for a list of line item number(s) and items, quantities, and units of measure.
