Bldg 514 Re-insulate process water piping

Amendment 0001 - This amendment is to provide answers to preproposal inquiries, incorporate wage determination WA20240109 mod 3, update Statement of Work, and add the COR Clause. Naval Undersea Warfare Center Division (NUWC) Keyport requests proposals in response to this solicitation for re-insulating process water pipes in building 514. The project will require the contractor to remove remaining pipe insulation and heating cables on process water pipes on roof from dog house to building entry point.

Replace pipe heating cables. Re-insulate chiller lines. Replace pressure reducing vales with freeze protection. Wrap all with aluminum shielding, seal all joints and building penetrations. Haul away all debris. The Government anticipates awarding a single firm fixed price construction type contract. Performance location will be at Keyport, WA. The target award date is October 31, 2024. The NAICS code is 238290 Other Building Equipment Contractors, with a Small Business Size Standard of $22.0 Million.

The Product Service Code is Z2EC repair or alteration of production buildings. This solicitation is 100% set aside for small businesses. The government estimate of the Magnitude of the requirement is less than $25,000.00. The solicitation is issued in accordance with FAR Part 13 and 36, utilizing Low Price Technically Acceptable evaluation factors. The contracting office is not maintaining a bidders list.

Failure to respond to the electronically posted solicitation and associated amendments prior to the date and time set for receipt of offers may render the offer non-responsive and result in rejection. An organized site visit is included in the solicitation. Offerors must have a current registration in the System for Award Management (SAM) database, https://sam.gov/.
