Corporation for Educational Network Initiatives in California (CENIC)

NOTICE OF INTENT TO AWARD SOLE SOURCE CONTRACT NAVSUP Fleet Logistic Center San Diego intends to award a sole source contract to Corporation for Educational Network Initiatives in California (CENIC) to provide connection between its high-speed networking infrastructure and its networking research institutions and partners through the non-profit CENIC and the CALREN educational networks with CENIC, our strategic research network provider.

Through CENIC, the unique network provider that connects the top research universities locally and throughout the US with unprecedented research capabilities and alliances amongst its members (including Caltech, Stanford, nine UC campuses, the Pacific Rim, and the National Educational and Research Internet2 Membership), Naval Postgraduate School (NPS) connects to its CENIC Digital Commodity Network and CENIC High Performance Research Network Connections at 100 Gbps in order to collaborate with the other key CENIC/I2 universities and meet current NPS strategic plan research and teaching initiatives.

NPS has increased reliance on data-intensive applications including cloud computing, video conferencing, and big data analysis, all of which require high-speed connections to handle the massive amounts of data being transmitted. Connectivity at 100 Gbps provides the required bandwidth to support these demanding applications.

In addition, multiple mission-critical research projects require 100 Gbps along the entire network path between NPS and our partner CENIC-connected research universities in order to support large data set analysis and transfers.

The CENIC network subscription provides bandwidth and state-of-the-art performance which is required (but not limited to) to support current High Performance Computing Center Research Initiatives, large increases in Distance Learning Programs for NPS, Disaster Recovery and High Network Availability Initiatives and connectivity for the Defense Language Institute-Foreign Language Center (DLIFLC). This Notice of Intent is not a request for quotation. No solicitation or RFQ will be forthcoming.

Interested parties may identify their interest and submit product information in response to this notice by 19 April 2024. A determination by the Government not to compete this proposed contract is entirely at the discretion of the Government.

NOTE 22: The proposed contract action is for an annual subscription to the Corporation for Educational Network Initiatives in California (CENIC) network. Membership provides connection to the CalREN, CENIC HPR, CENIC DC, Internet2, National Lambda Rail (NLR) and other high-performance research and education networks. CENIC also provides for path diversity and emergency failover circuits through Monterey Peninsula College CENIC connections. This notice of intent is not a request for competitive proposals.

However, all proposals received by the closed date specified herein will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
