This is a solicitation notice for NAVSUP Fleet Logistics Center (FLC) San Diego. SF1449 and performance work statement is attached. This acquisition is for Commanders, Navy Region Southwest (CNRSW) and Naval Base San Diego (NBSD) Roman Catholic Fleet Support programs that promote a culture of moral leadership as well as individual and family resiliency to withstand the stresses of military life. The contractor will provide, but not limited to:

faith-specific pastoral care; faith-specific training for operational Lay Leaders; scheduled liturgical activities; adult baptism; and on-call clerical support for memorials and emergency ministrations as specified in the technical requirements. The period of performance will be for a 12-month base, along with three 12-month option periods.

Technical Requirment: Ordained Roman Catholic Priest in good standing with registered home Diocese (or religious order). Possess a Master of Divinity Degree or equivalent degree from an accredited school by the Association of Theological Schools. Be granted Faculties by the Archdiocese for the Military Services (AMS), USA, to include delegation for the administration of Catholic Rites/Services to military service members and authorized users, as described by AMS (www.milarch.org/the-christian-faithful/).

Possess general working knowledge of Microsoft Office software (Word, Excel, and Outlook) and desktop computer hardware. Proof of U.S. Citizenship. Possess the ability to demonstrate proper English in speech and written form.

The Archdiocese for the Military Services, USA will not grant an endorsement for a Priest working through a third-party staffing agency. The contract must be held by the Priest or his Parish or Diocese/Religious Order. The procurement will be set-aside for small businesses, including clause DFARS 252.219-7012 Competition for Religious-Related Services to allow non-profit organizations ability to participate. The NAICS code for this procurement is 813110 (Religious Organizations) with a size standard of $8M.
