This sole source is to support the procurement of repair services for the DXD400 Medical X-Ray imaging system manufactured by AGFA Radiologx Solutions under the authority of FAR 13.106-1(b)(1)(i), which permits the acquisition of supplies or services from only one source reasonably available. AGFA is the Original Equipment Manufacturer (OEM) for the DXD400 Medical X-Ray imaging system, which is utilized onboard the USS Anchorage as a medical x-ray machine supporting Orthopedic, Urgent, and Primary Care units.

The USS Anchorage is currently in port preparing for deployment, and the x-ray machine requires urgent repairs due to the following issues: (1) Failed the most recent radiation health survey due to generator failure, (2) oil leakage coming from two high voltage cables, and (3) overheating of tube head. The timely repair of this x-ray machine is critical to ensure the USS Anchorage’s medical facilities are fully operational prior to deployment.

AGFA, as the OEM, is uniquely positioned to provide the necessary repair services. Their technicians are the only authorized personnel capable of providing warranty repairs. They possess the specific knowledge, tools, and experience required to ensure the x-ray machine is repaired correctly and is fully functional. Utilizing any other source for these repairs would void the warranty and risk improper repairs, leading to potential failures and compromising the USS Anchorage’s medical readiness.

AGFA’s proprietary knowledge and authorization as the OEM make them the sole source capable of performing the required repairs in the necessary timeframe. Any delay or failure in repairing the x-ray machine would result in significant risks to the USS Anchorage’s medical capabilities during deployment. Based on the aforementioned reasons, AGFA is the only source reasonably available to provide the urgent repair services required for the DXD400 Medical X-Ray imaging system.

This sole source procurement is essential to ensure the x-ray machine is operational prior to the USS Anchorage’s deployment, thereby maintaining the ship's medical readiness.
