This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part 13 Simplified Acquisition Procedures and 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items. This announcement constitutes the only solicitation; a Request for Quotation (RFQ) is being requested and a written solicitation will not be issued. The Solicitation number is N00244-24-Q-0129.

The solicitation document and incorporated provisions and clauses are those in effect through latest Federal Acquisition Circular and DFARS change notices. This solicitation is issued as 100% small business set aside. NAICS Code 332510 Hardware Manufacturing is applicable and business size is 750 employees. The solicitation will start on the date this solicitation is posted and will end on 18 March 2024 12:00 PM Pacific Standard Time.

Contractor must complete all Representations and Certifications found in the provisions listed below within their profile in the System for Award Management (SAM) at http://www.sam.gov to be considered for this solicitation. Requirements

BRAND NAME OR EXACT MATCH MANUFACTURER: DORMAKABA This procurement is a brand name/sole source for the removal and replacement of existing electronic Magstripe and hard key lockset, key encoder and desktop CPU. Provide installation of new all-in-one stand-alone lock system without a computer interface. Provide stand-alone programmable electronic lock system not connected to any information network.

Provide RFID (radio-frequency identification) keycard door lock sets with battery compartment accessible from the exterior of the secured space and be compatible with FDU (front desk unit) in UH (Unaccompanied Housing) Building 603, Naval Base Point Loma, San Diego, Ca.

The Dormakaba FDU and compatible 790 Series RFID door locks is the only new replacement stand-alone lock systems without computer interface not connected to any information network approved by CNIC (Commander Navy Installations Command) and that has an approved ATO (Authority to Operate) under CNIC N6. Therefore, the following items are a mandatory item and will not be substitute. See attached SOW and Individual Items Breakdown List.
