NAVSUP Fleet Logistic Center San Diego intends to award a sole source contract to Mountain Weather, 690 Pine Drive, Jackson WY 83001. Naval Oceanography Special Warfare Center (NOSWC) requires a contract with Mountain Weather to provide instruction in the form of Military Mountain Weather Course of Instruction (COI) for military Meteorologist and Oceanographic (METOC) forecasters. Additionally, to provide advanced education and training necessary to forecast weather in complex terrain throughout the world.

The authority for soliciting a single source under simplified acquisition procedures is FAR 13.106-1(b)(1)(i), Soliciting Competition, which states that contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). See Note 22. This Notice of Intent is not a request for quotation.

No solicitation or RFQ will be forthcoming. Interested parties may identify their interest and submit product information in response to this notice by 11 March 2024. A determination by the Government not to compete this proposed contract is entirely at the discretion of the Government.

NOTE 22: The proposed contract action is for an annual software maintenance for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by the closed date specified herein will be considered by the Government.

A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
