7610 - Sole Source procurement to obtain access to 3 Quick Series Connect Application.

This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR part 12 Acquisition of Commercial Products and Commercial Services. This announcement constitutes the only solicitation. This combined synopsis/solicitation SHALL be posted on both the System for Award Management (SAM) website (https://sam.gov/) and the Navy Electronic Commerce Online (NECO) website (https://www.neco.navy.mil/).

This solicitation documents and incorporates provisions and clauses in effect through FAC 2026-01, and DFARS Publication Notice 20260702. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at: https://www.acquisition.gov. This solicitation is a request for quotations (RFQ) and is for commercial services. The RFQ number is N0018926QD208 and is an attachment to this posting.

The NAICS code is 323117 and the Small Business Standard is 1250 employees. The Naval Supply System Command (NAVSUP) Fleet Logistics Center Norfolk (FLCN), Pentagon Directorate Contracting Department hereby provides notice of its intent to award a sole source, firm-fixed price (FFP) supply contract to QuickSeries (1MBK8). QuickSeries Publishing, Inc. is the only vendor that can provide these existing mobile pocket guides.

This product is only available through QuickSeries and is protected under their copyright protection. No other vendor meets and distributes the product - no other vendor provides any similar service. Interested vendors may submit a response to this combined synopsis/solicitation posting and will be considered. However, a determination to not compete this requirement will be at the Government’s discretion. Reimbursement or payment for submission will not be provided.
