This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.603, using Simplified Acquisition Procedures (SAP) found at FAR 13.106-1(b)(1)(i) as supplemented with the additional information included in this notice. This combined synopsis/solicitation SHALL be posted to both the System for Award Management (SAM) (https://www.sam.gov/) and the Navy Electronic Commerce Online (NECO) website (https://www.neco.navy.mil/).

This is a Request for Quotation (RFQ). The solicitation number is N0018925QZ530. The proposed contract action is for commercial SUPPLIES as outlined in the below CLIN. The North American Industry Classification System (NAICS) code is 513130 and the Small Business Standard is 1,000 (number of employees). This solicitation documents and incorporates provisions and clauses in effect through FAC 2025-05 and DFARS Change Notice 01/17/2025.

Pearson Education Inc (CAGE: 3A8R6). The proposed acquisition is for supplies for which the Government intends to solicit and negotiate with Pearson Education Inc under the authority of FAR part 13 and FAR part 12. The sole source nature of this requirement is based on the determination that Pearson Education is the only vendor that can produce and deliver the Ethics and Moral Reasoning for Naval Leaders, 1st Print Edition textbook as they own the copyrights.

The requirement is being processed on behalf of the United States Naval Service Training Command (NSTC). This action will result in a Firm-Fixed-Price contract. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source, Pearson Education Inc (CAGE: 3A8R6), IAW FAR 13.106(b)(1).

As previously stated, the required supplies have been determined to be only available from a single source: Pearson Education Inc. Interested persons may submit a capability statement by the specified response date. This notice of intent is not a request for quotes from any source other than Pearson Education Inc (CAGE: 3A8R6). However, the Government will consider information received by the specified response date.

Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice.

Delivery POC: (Government points of contact to be determined prior to award.)

Performance/Delivery: Delivery is specified in the Statement of Work (SOW). The required delivery date is 01 December 2025. Responsibility and Inspection: FOB Destination applies.

The Requirements Statement: (See attachment for complete details) Print and prepare for delivery 200 copies of Ethics and Moral Reasoning for Naval Leaders, 1st Print Edition.

Clauses and Provisions: See attached solicitation. Additional contract requirements, terms, and conditions determined by the contracting officer to be necessary for this acquisition are provided in the attached documentation. System for Award Management (SAM). Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/.

This solicitation will close at 4:30 PM EST on 08 September 2025. It is anticipated that only Pearson Education Inc (CAGE: 3A8R6) is eligible for award consideration under this solicitation. All quotes should be submitted via email to Jeremiah Simpson, who can be reached at jeremiah.s.simpson3.civ@us.navy.mil. Acceptable formats for any quote attachments include PDF, or Microsoft Word or Excel. The anticipated award date is Wednesday, 10 September 2025.
