7610 - NSMRL Periodical Journal Subscriptions

This is a MODIFIED COMBINED SYNOPSIS/SOLICITATION is issued to extend the Offer Due Date to Wednesday, 18 Dece,ber 2024 at 1200 pm (Noon) EST and correct the PWS and Extended Descriptions for CLIN 0006, CLIN 0011, CLIN 0013, CLIN 0015 and CLIN 0017. All other terms and conditions of this RFQ for commercial items prepared in accordance with FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures as supplemented with the additional information included in this notice.

This combined synopsis/solicitation SHALL be posted on both SAM and NECO (www.neco.navy.mil). The RFQ number is N0018925QG026, and RFQ Amendments 0001 and 0002. It is the responsibility of the vendor to be familiar with the applicable clauses and provisions.

The clauses may be accessed in full text at these addresses (www.acquisition.gov-far) and (www.acquisition.gov-dfars) NAVSUP Fleet Logistics Center Norfolk, Contracting Department, Groton, CT Office intends to award a Firm Fixed-Price Purchase Order for (1) Year, 12-Month Research Library Periodical Journal Subscriptions for Naval Submarine Medical Research Laboratory (NSMRL).

The Research Library Periodical Subscriptions Print and Online shall include FOB Destination Delivery to Groton, CT 06349. The required Start Date is 01 January 2025 to 31 December 2025. Questions must be submitted via email to sharon.j.dexter.civ@us.navy.mil no later than Friday, 13 December 2024 at 12 pm. The Government reserves the right not to respond to any questions received concerning this solicitation after the questions receipt date.

Quotes must be submitted via email to sharon.j.dexter.civ.civ@us.navy.mil by Wednesday, 18 December 2024 at 1200 pm (NOON) EST (Groton, CT local time). The subject service will be acquired in accordance with Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items and FAR Part 13 - Simplified Acquisition Procedures. The North American Industry Classification System code for this acquisition is 513120 and the Small Business Size Standard is 1,000 (number of employees).

This Acquisition is a Total Small Business Set-Aside. A request for quote will be available for download on or about 11 December 2024 and RFQ Amendments on 13 December 2024 and 17 December 2024 at the following websites (www.neco.navy.mil) and (www.sam.gov). Potential vendors are hereby notified that the solicitation and subsequent amendments directly to the solicitation will ONLY be available by downloading the documents at the above web sites.

Potential vendors shall submit Solicitation N0018925QG026 and applicable amendments 0001 and 0002 in accordance with the incorporated Instructions to Quoters and send via email attachment to sharon.j.dexter.civ@us.navy.mil. The Government will award based on price unless the contracting officer is aware of past performance information related to the low-price quote-offer which indicates that quote-offer may not represent best value.

In that case, the Government reserves the right to consider the past performance of other quotes-offers, conduct a price, past performance tradeoff, and award to other than the lowest price quote-offer. This office will no longer issue hard copy solicitations. By submitting a quote, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency.

Failure to do so may represent grounds for refusing to accept the quote. Through its submission, the vendor acknowledges the requirement that a prospective awardee must be registered in the System Award Management (SAM) database prior to award, during performance and through final payment of any contract resulting from this solicitation, except for award to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a vendor ineligible for award.
