R701 - USA Water Polo Sponsorship with Navy Recruiting Command; USA Water Polo Junior Olympics powered by the US Navy Warrior Challenge

This is a COMBINED SYNOPSIS/SOLICITATION for commercial services prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures (SAP) found at FAR Part 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation. This combined synopsis/solicitation SHALL be posted to both Contract Opportunities (https://www.sam.gov/) and the Navy Electronic Commerce Online (NECO) website (https://www.neco.navy.mil/).

This is a Request for Quotation (RFQ). The solicitation number is N0018924QZ311. The proposed contract action is for commercial SERVICES. The NAICS code is 611620 and the Small Business Standard is $9 Million. This solicitation documents and incorporates provisions and clauses in effect through FAC 2024-05 and DFARS Change Notice 20240530. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions.

The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk - Pentagon Directorate intends to solicit - on behalf of Navy Recruiting Command (NRC) - a sole source effort with Vendor:

USA Water Polo, Inc (CAGE: 64GX4). The proposed acquisition is for services for which the Government intends to solicit and negotiate with USA Water Polo, Inc. under the authority of FAR part 13 and FAR part 12. NRC intends to acquire sponsorship services with USA Water Polo, Inc at the Junior Water Polo Olympics located in Bay Area California and North Texas- which are solely available from USA Water Polo, Inc (CAGE: 64GX4). This action will result in a Firm Fixed Price contract.

The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source, USA Water Polo, Inc (CAGE: 64GX4), IAW FAR 13.106(b)(1). As previously stated, the required services have been determined to be only available from a single source, USA Water Polo, Inc (CAGE: 64GX4) of Irvine, California. Interested persons may submit a capability statement by the specified response date.

This notice of intent is not a request for quotes from any source other than USA Water Polo, Inc (CAGE: 64GX4). However, the Government will consider information received by the specified response date. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice.

Performance/Delivery: Performance is anticipated to occur at the contractor’s facility unless otherwise specified in the Statement of Work (SOW). The anticipated period of performance is 15 July 2024 - 15 April 2025: Unless otherwise specified in the Statement of Work (SOW).

Junior USA Water Polo benefits and activities provided by the Contractor shall include the following for both events located in Bay Area, California (July 19-28, 2024) and North, Texas (July 31-August 4, 2024): -One (1) exhibit booth, table, or tent: -Digital and printed assets as well as public address announcements, before and during the Junior Olympics. - Premier Partner Naming Rights - The language USA Water Polo Junior Olympics powered by the US Navy Warrior Challenge will be used in digital and printed assets as well as public address announcements, before and during the Junior Olympics. -SkipShot Magazine Ads - (1) full-page, color ad in each issue of USA Water Polo Magazine. -Poolside Ad - USA Water Polo will create and display a 3.5-foot x 10-foot banner at all events and hosted national team games. -Logo inclusion on usawaterpolo.org -Designation of Official Partner of USA Water Polo -Two (2) Social Media Posts - on mutually agreed upon platforms and dates. -Press Release - USA Water Polo shall issue a press release announcing the partnership.

Period of Performance information: The anticipated period of performance is 15 July 2024 through 14 April 2025. Delivery POC: Government point of contact to be determined prior to award.

Payment Schedule: The first payment will be made upon contract initiation. The second payment will be made on or before 30 September 2024. See the attached documentation for additional contract clauses and contract requirements determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices. Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed online at http://sam.gov/.

This solicitation N0018924QZ311 will be open from 09 July 2024 until 5 PM EST on 11 July 2024.
