6830 - Modified NSSF R9 Liquid Bulk Nitrogen with COA, Compressed Nitrogen and Bottle Rental

Modified - Amended COMBINED SYNOPSIS-SOLICITATION for commercial items prepared in accordance with FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures as supplemented with the additional information included in this notice. This combined synopsis-solicitation SHALL be posted on both SAM and NECO (www.neco.navy.mil). This RFQ Amendment has been issued to apply the following actions- 1. Extend the Offer Due Date to TUESDAY, 27 February 2024 at 0300 pm, 1500, ET.

2. Change BACK the Quantity and Unit of Issue for all CLINs 1001 - CLIN 4003 back to original units of issue and quantities shown in original RFQ. All other terms and conditions remain the same. The RFQ number is N0018924QG043. It is the responsibility of the vendor to be familiar with the applicable clauses and provisions.

The clauses may be accessed in full text at these addresses (www.acquisition.gov-far) and (www.acquisition.gov-dfars) NAVSUP Fleet Logistics Center Norfolk, Contracting Department, Groton, CT Office intends to award a Firm Fixed-Price contract for Delivery of Liquid Bulk Nitrogen (CGA G-10.1 Grade L with Certificate of Analysis(COA) and Test Results), Compressed Nitrogen Bottle (XHP 3600 lbs.

Size 200) with Bottle Rental to include COA, FOB Destination to Naval Submarine Support Facility NSSF R9 AC and R Shop aboard Naval Submarine Base in Groton, CT 06349. The required period of performance for a Base Year and Three (3) Years, and Six (6) Month options is from 01 April 2024 to 30 September 2028. Quotes must be submitted via email to sharon.j.dexter.civ.civ@us.navy.mil by TUESDAY, 27 February 2024 at 0300 pm. OR 1500 HOURS (Groton, CT local time).

The subject service will be acquired in accordance with Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items and FAR Part 13 - Simplified Acquisition Procedures. The North American Industry Classification System code for this acquisition is 325120 and the Small Business Size Standard is 1,200 (number of employees). This Acquisition Full and Open, Unrestricted.

A request for quote will be available for download on or about 29 January 2024 at the following websites (www.neco.navy.mil) and (www.sam.gov). Potential vendors are hereby notified that the solicitation and subsequent amendments directly to the solicitation will ONLY be available by downloading the documents at the above web sites.

Potential vendors shall submit Solicitation N0018924QG043 and applicable amendments N0018924QG043 0001 and N0018924QG043 0002 in accordance with the incorporated Instructions to Quoters and send via email attachment to sharon.j.dexter.civ@us.navy.mil. The Government will award based on price unless the contracting officer is aware of past performance information related to the low-price quote-offer which indicates that quote-offer may not represent best value.

In that case, the Government reserves the right to consider the past performance of other quotes-offers, conduct a price, past performance tradeoff, and award to other than the lowest price quote-offer. This office will no longer issue hard copy solicitations. By submitting a quote, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency.

Failure to do so may represent grounds for refusing to accept the quote. Through its submission, the vendor acknowledges the requirement that a prospective awardee must be registered in the System Award Management (SAM) database prior to award, during performance and through final payment of any contract resulting from this solicitation, except for award to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a vendor ineligible for award.
