Combined Synopsis Solicitation Pursuant to the authority at FAR 12.603(c)(2): (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) The solicitation number for this is stated in the posting and will be issued as an RFQ. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05. (iv) The Government intends to solicit with a 100 percent Small Business Set-Aside. The associated 238210 code is 488390 with a small business size standard of 19 million dollars. (v) Line items are detailed as follows:
LINE ITEM:
Bldg. CEP-161 Telephone Upgrade DESCRIPTION: Services in accordance with Performance Work Statement (PWS).
EXTENDED DESCRIPTION: QTY:
1 UNIT OF ISSUE: Each (vi) This requirement is transition the ISDN phone network at Police Precinct (CEP-161) to a digital Avaya system hosted by Naval Computer and Telecommunications Area Master Station (NCTAMS) Atlantic. The contractor must install new phone switching in the existing communications rack and ensure connectivity of over 50 phone lines. (vii)
FOB DESTINATION DELIVERY/POP: Performance to be completed within 60 days of award.
PLACE OF PERFORMANCE: Naval Station Norfolk Norfolk, VA 23511 (viii) The provision at FAR 52.212-1, Instructions to Offerors - Commercial Products and Commercial Services, applies to this acquisition and is included in the attached clauses and provisions.

(ix) The provision at FAR 52.212-2, Evaluation - Commercial Products and Commercial Services, will be used and is included in the attached clauses and provisions The Government intends to award a contract to the responsible quoter whose quote represents the best value after the evaluation in accordance with the factors in the solicitation. Technical Approach, Past Performance, and Price will be evaluated.
Please see FAR 52.212-2 Addendum in attached Clauses and Provisions. (x) The provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Products and Commercial Services - Alternate I, applies to this acquisition.
Unless the Offeror has not completed the annual representations and certification electronically, the offeror shall complete paragraph (c) through (v) of this provision in the attached clauses and provisions. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Products and Commercial Services, applies to this acquisition and is included in the attached clauses and provisions. (xii) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Products and Commercial Services, applies to this acquisition and all the applicable FAR clauses cited with this requirement are included in the attached clauses and provisions. (xiii) All clauses and provisions applicable to this requirement are included in the attached Clauses and Provisions. (xiv) The Defense Priorities and Allocations System (DPAS) rating does not apply to this acquisition. (xv) All offers are due by the date and time specified in this posting and shall be submitted via email to the POC email addresses stated in the Clauses and Provisions. (xvi) The individual to contact for information regarding this solicitation is included in the posting. (xvii) Due to limitations with NECO, the specialist was unable to post applicable WD 2015-4111 Rev. 27. The WD is available via search on SAM.gov.
