Research & Development, Studies, Design and Engineering Services in Support of Remote Sensing Systems

This notice is a ‘Presolicitation Notice’ and does not constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to provide the presolicitation notice in accordance with FAR SubPart 5.2 Synopses of Proposed Contract Action in preparation for the anticipated release of a Request for Proposal (RFP). NRL is not seeking proposals at this time. NRL reserves the right to cancel this acquisition at any time.

Solicitation no. N00173-24-R-RJ02, titled “Research & Development, Studies, Design and Engineering Services in Support of Remote Sensing Systems” is planned to be issued by 1 November 2024 and will be competed via a 100% small business set-aside competition. The solicitation will use trade-off source selection procedures in accordance with FAR Part 15. Award is anticipated to be made in accordance with FAR SubPart 15.101.

The resulting contract award is anticipated to be a cost-plus-fixed-fee, level-of-effort (LOE) contract with a five-year period of performance, inclusive of a base year and four, 12-month options. The anticipated level of effort (LOE) involved will be a mix of required labor categories, to include key personnel, consisting of roughly 130,000 labor hours* for the total period of performance, evenly divided per year.

The North American Industry Code Standard (NAICS) is 541715 - Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology).
