Pressure Sensitive Paint Measurement System

The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for a pressur sensitive paint (PSP) measurement system. The compliant material is available solely from Innovative Scientific Solutions, Inc. (ISSI), as the required support can only be purchased through ISSI. The NAICS code is 541715 and the business size is 1000 employees. The proposed purchase order is being solicited on a limited source basis to ISSI.

The proposed action is for a high-end PSP system, for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reasons: ISSI is the only source of the required items, with no compatible material on the market. The NSWCCD intends to award a firm fixed-price purchase order to Innovative Scientific Solutions, Inc. using Simplified Acquisition Procedures.

Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 11:59AM 15 April 2024. This notice of intent is NOT a request for competitive proposals. However, all responses received by 11:59AM on 04/15/2023 will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
