Retirement and Financial Planning BPA

The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for retirement and financial planning training courses Blanket Purchasing Agreement. The NAICS code is 611430 and the size standard is $15,000,000. The proposed purchase order is being solicited small business set aside with minimum specifications IAW included PWS. Award will be based on lowest price, technically acceptable basis. The NSWCCD intends to award a BPA using Simplified Acquisition Procedures.

The provisions and clauses included and/or incorporated in this solicitation document are those in effect through the Federal Acquisition Circular. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC 2024-03 and the Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20240326. SEE ATTACHED SOLICITATION FOR CLAUSES AND PROVISIONS.

Questions/clarifications regarding this solicitation must be submitted via email to steven.besanko@navy.mil no later than 1:00 PM EST, 4/23/2024. All questions will be answered via amendment to solicitation. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 12:00 PM EST, 4/29/2024. All responses received by 12:00 PM EST, 4/29/2024 will be considered by the Government. Late quotes will not be considered. Quote packages shall be sent to steven.besanko@navy.mil and contain a cover sheet that provides the following information:

a) Official Company Name;

b) Point of contact including name and phone number; and c) DUNS number.
