N0016425SNB41 – REQUEST FOR INFORMATION (RFI)– PRODUCTION & REPAIRS – PSC 5821 – NAICS 334511 Issue Date:

26 February 2025 – Closing Date: 13 March 2025 – 3:00 PM ET The Government is issuing this RFI announcement as a part of market research in support of the Cross Domain Solution Hardware Wall (CDS HWW) in support of PMA-290 Maritime Patrol and Reconnaissance Aircraft (MPRA) P-8A Poseidon (P-8A), and PMA-262 Persistent Maritime Unmanned Aircraft Systems (PMUAS) Triton Systems Hardware sub-assemblies.

Efforts will include, but are not limited to support in Test, Teardown, and Evaluation (TT&E), repair, rework, procurement, and engineering support. Naval Surface Warfare Center, Crane Division located at Naval Support Activity, Crane, IN intends to award a sole-source contract to The Boeing Company 460 Herndon Pkwy, Herndon, Virginia 20170, in accordance with Statutory Authority of 10 U.S.C.

3204(a)(1), as implemented by FAR 6.302-1(a)(2), only one responsible source and no other type of supplies or services will satisfy agency requirements. The basis for restricting competition is the proprietary design of the CDS HWW and the manufacturer’s ability to produce them and perform TT&E and repairs. These are a particular product to one manufacturer, and the unacceptable delays and duplicative cost in fulfilling the agency requirement through any other source would impact the mission.

The Government is seeking information from companies mitigating the sole-source basis listed above. The Government is seeking companies with the capabilities and facilities to provide Production, TT&E and Repairs, or performance on other Government contracts with similar efforts. Responses should include availability, budgetary cost estimate, and lead time of the solution, as well as, whether a demonstration unit may be provided to expedite the decision-making process.

All interested parties are encouraged to submit company and product literature, a white paper no longer than 15 pages, and/or other pertinent information, such as a description with performance parameters and a statement of current availability, summary of prior production, testing, test reports, a budgetary estimate of test articles, production units, production quantity breaks, mitigate the reason why the Government should not procure this effort on a sole source basis as stated above, and/or identify other Government contracts with similar efforts for the Government’s consideration. The Government is in no way liable to pay for or reimburse any companies in response to this announcement.
