10 December 2024 Request for Solutions: Low Cost Unmanned Maritime Solution PURPOSE This Request for Solutions (RFS) is issued to address the need of Naval Surface Warfare Center (NSWC) Crane Division in support of OUSD R&E DASD P&E Maritime Domain Portfolio is seeking solutions for multi-mission operability and survivability requirements while also being capable of prescribed communication and detection methods.

The Government is requesting two different low cost, unmanned maritime prototype solutions that vary in overall length and corresponding capabilities. The Government will evaluate the solutions with the intent of awarding multiple Other Transaction Agreements (OTAs) in accordance with 10 U.S. Code § 4022. BACKGROUND AND SUMMARY EMC2 Vendors interested in responding to this RFS must be members of the Expeditionary Missions Consortium - Crane (EMC2) consortium.

NSWC Crane Division is seeking solutions for two different low cost, unmanned maritime prototypes that vary in overall length and corresponding capabilities.

The two overall lengths are 0ft-20ft and 20ft-85ft. Procurement under 10 U.S. Code § 4022 authority will allow for the evaluation of experimental performance of the Low Cost Unmanned Maritime Solution to determine viability for future military use and provide development support for innovative technology prototypes, from concept definition through a phased approach to potential full rate production.

Results of the experimentation and testing will be used to develop performance specifications, develop the technical data package and integrated payload capabilities, and collect a body of evidence to inform requirements for future acquisition decisions. This includes the need for processes, people, and technologies to achieve mission objectives.
