1 April 2024 – Closing Date: 15 April 2024 – 2:00 PM Eastern Time The Government is issuing this Sources Sought announcement as part of market research for procurement of Submarine Valve Regulated Lead Acid (SVRLA) battery for B-Cells and C-Cells, packaging, monthly storage, boosting, shipping & installation trays, tray covers, reusable shipping containers, maintenance, and data as required in support of PMS 392. Naval Surface Warfare Center, Crane Division located at Naval Support Activity, Crane, IN intends to award a modification to increase the current contractual ceilings and extend the ordering period with EnerSys Energy Products, Inc. (N0016423DJM44) and Stryten Energy, LLC. (N0016423DJM50) on a sole source basis in accordance with the statutory authority 10 U.S.C.
3204(a)(l) as implemented by FAR 6.302-1(a)(2)(ii). The basis for restricting competition is the substantial duplication of cost not expected to be recovered though competition and unacceptable delays in fulfilling the agency’s requirements associated with the strenuous and extensive testing an SVRLA battery produced by a source other than EnerSys Energy Products, Inc. or Stryten Energy, LLC would have to undergo.
The Government is seeking information from companies that can mitigate the sole source basis listed above. All responsible sources shall provide company and product literature, a white paper no longer than five pages, and other pertinent information which shall be considered by the agency. All responses shall include specific information about how the proposed battery will not have to undergo the required testing and other Government contracts with similar efforts for the Government’s consideration.
While all responses will be reviewed, a determination by the Government not to compete this proposed contract based upon responses to this request is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of re-evaluating the justification for sole source or limitation of sources and making a determination to change the acquisition strategy to a competitive procurement.

17 May 2024 – Closing Date: 17 July 2024 – 2:00 PM Eastern Time Naval Surface Warfare Center (NSWC) Crane has a requirement for Submarine Valve Regulated Lead Acid (SVRLA) battery for B-Cells and C-Cells, packaging, monthly storage, boosting, shipping & installation trays, tray covers, reusable shipping containers, maintenance, and data as required in support of PMS 392. The battery cells under this procurement will be related to Los Angeles, Ohio, Virgina, Columbia, Sea Wolf, and Moored Training Ship class submarines.
The proposed contract action is for the supplies and services for which the Government intends to award a modification to increase the current contractual ceilings and extend the ordering period with EnerSys Energy Products, Inc. (N0016423DJM44) and Stryten Energy, LLC. (N0016423DJM50) on a sole source basis in accordance with the statutory authority 10 U.S.C. 3204(a)(l) as implemented by FAR 6.302-1(a)(2)(ii).
