N0016424SNB47 – SOURCES SOUGHT – TO PROCURE ETM MODULATORS AND PROVIDE TROUBLE SHOOTING, REPAIR, UPGRADE, INVESTIGATION, PERFORMANCE IMPROVEMENT AND PROVIDING SPARE ASSEMBLIES FOR ETM MODULATORS IN SUPPORT OF MWT TEST SETS – PSC K059 –NAICS 334515 Issue date 15 March 2024 - Closing date 15 April 2024 at 03:00 PM EST (EDT) SOURCES SOUGHT (SS) - The Government is issuing this SS announcement in accordance with (IAW) DFARS 205.205-71 to procure ETM modulators and provide trouble shooting, repair, upgrade, investigation, performance improvement and providing spare assemblies for ETM modulators in support of MWT test sets.

This is NOT A SOLICITATION FOR PROPOSALS and no contract will be awarded from this SS. The Government does not intend to award a contract on the basis of this SS or to otherwise pay for the information requested. This SS is issued for the purpose of mitigating the sole-source basis cited below.

Naval Surface Warfare Center, Crane Division has a requirement to procure ETM modulators and provide trouble shooting, repair, upgrade, investigation, performance improvement and providing spare assemblies for ETM modulators in support of MWT test sets. This requirement is planned as a commercial, Firm-Fixed price (FFP) indefinite delivery, indefinite quantity (IDIQ) contract for a period of five (5) years for US Navy and Foreign Military Sales (FMS).

Naval Surface Warfare Center, Crane Division intends to award a sole source contract to ETM- Electromatic Inc., Newark, California (Cage 8M906). This effort is anticipated to be conducted on a sole-source basis IAW the statutory authority 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1. ETM is the only known source which has the capability to manufacture/repair the ETM modulators. The Government is seeking information from Contractors mitigating the sole-source basis cited above.

All interested parties are encouraged to submit a statement of current capabilities of no more than three 8.5” x 11” pages (font no smaller than 10 point) demonstrating ability to meet the requirements listed in this SS to mitigate procuring this effort on a sole-source basis as stated above. Responses to this SS shall include the following:

Please include the purpose/explanation of the response to the SS, i.e. to better understand the Government requirements; to potentially become a viable option for future requirements; to take exception to the anticipated sole source as your company currently meets all of the Government requirements.

The Government may contact RFI/SS respondents to obtain clarification on the information submitted. At the current time, NO FUNDING IS AVAILABLE for bid/proposal or contractual efforts.

This RFI/SS does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP), and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed.
