11 April 2024 – Closing Date: 17 June 2024 – Time Eastern SOLE SOURCE PROCUREMENT – Naval Surface Warfare Center (NSWC) Crane has a supply requirement to procure MK 142 MOD 0, MK 143 MOD 0, MK 144 MOD 0, MK 145 MOD 0, MK 149 MOD 0, MK 151 MOD 0, MK 152 MOD 0, MK 153 MOD 0 and MK 154 MOD 0 Low Hazard Flexible Linear Shaped Charge (LHFLSC) in accordance with OES-DTL-0006 and MIL-PRF-46676.

The manufacturer of the principal component, flexible explosive, for the LHFLSC shall meet the requirements outlined in MIL-PRF- 46676C. Ensign Bickford Aerospace & Defense Company, 640 Hopmeadow Street, Simsbury, CT 06070-2420, Commercial and Government Entity (CAGE) Code 96336 is the only source that has received approval from the Army Qualification Authority by demonstrating their energetic material meets the requirements of MIL-PRF-46676C.

The Government intends to award a sole source firm-fixed-price (FFP) supply indefinite delivery, indefinite quantity (IDIQ) contract with a five-year ordering period under FAR 15. The contract ceiling is anticipated to be $19,250,000 with a maximum quantity of 216,120 feet. The statutory authority permitting Other Than Full and Open Competition is 10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.

All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. However, a determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government.

Information received will normally be considered solely for the purpose of re-evaluating the justification for sole source or limitation of sources and making a determination to change the acquisition strategy to a competitive procurement. The solicitation and amendments for this sole source action will not be posted to sam.gov and are available only from the point of contact identified herein.
