N00164-24-Q-0071 – SOLE SOURCE - TT&E REPAIR/CALIBRATION/PARTS – PSC 5855 - NAICS 333310 ISSUE DATE 09-JAN-2024 – CLOSING DATE 19-JAN-2024 – 5:00 PM Eastern Time ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane has a requirement for a new indefinite delivery, indefinite quantity (IDIQ) for TT&E; Repair/Calibration/Parts and Accessories for the Hoffman ANV-126A-001 Test Set.

Required Delivery Date: 4 weeks from receipt of equipment for repair; 10 weeks ARO for parts Period of Performance: 5 years (Fiscal Years 2024 thru 2029). The services and parts purchasable on this contract are as follows:

ANV-126A-001 Repair & Calibration ANV-126-32 Detector Probe ANV-126-33 Voltmeter Adapter Cable ANV-126-34 Voltmeter Clip Adapter ANV-126-35 3.8V Adapter Cable ANV-126-40 Diopter Scope ANV-126-50 Collimation Bridge ANV-126A-61 Goggle Power Adapter ANV-126-63 Mounting Block, AVS-6 Goggle ANV-126-67 Objective Mounting Plate – LIF ANV-126-68 Eyepiece Adapter - AVS-6 Goggle ANV-126-180 Cover, Access ANV-126A-201 AC Power Cord SOLE SOURCE PROCUREMENT- The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with one source HOFFMAN ENGINEERING out of Stamford, CT, CAGE number 06097, under the authority of FAR 13.106-1(b)(1)(i).

This is being solicited on a sole source only basis because the Helmet Vision Systems Team at NSWC Crane has the Organic Depot assignment for the ANV-126A-001 Computerized Field Portable Night Vision Test Set. This acquisition is for the purchase of parts and accessories to execute the depot repairs of the ANV-126A-001 Test Set.

In addition, this acquisition is for the purchase of depot repair and calibration services for Test Sets that are beyond the repair capability of the Organic Depot here at NSWC Crane and must be returned to the Original Equipment Manufacturer (OEM) HOFFMAN ENGINEERING for repair. All responsible sources may submit a capability statement, which shall be considered by the agency.

However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Contractors must be properly registered in the System for Award Management (SAM).

This solicitation is being issued pursuant to the procedures at FAR Part 13 as a written. Synopsis exception FAR 5.202(a)(13) applies and Solicitation Number N00164-24-Q-0071 is hereby issued as an attachment hereto. All changes to the requirement that occur prior to the closing date will be posted to Contract Opportunities on https://sam.gov/.

It is the responsibility of interested vendors to monitor https://sam.gov/ for any amendments, which may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a quote will be provided any changes/amendments and considered for future discussions and/or award.
