09 May 2022 – Closing Date: 23 May 2022 – Time Eastern ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane has a requirement for 10kW Traveling Wave Tube (TWT) which meets the requirements of NAVSEA Drawing 53711-5730321 and WS-21607. These requirements also include:

production and evaluation/repair of the 10kW TWT and 13kW TWT production and evaluation/repair, Government Furnished Equipment (GFE) accountability/support/repair, engineering and technical services support for a Product Improvement Program (PIP), configuration management, and quality, testing, and program management support. Delivery is anticipated to be FOB Destination.

A Firm-Fixed Price (FFP) and Cost-Plus-Fixed-Fee (CPFF), Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract with the following contract line item numbers (CLINs) is anticipated.

CLIN 0001 – Evaluation CLIN 0002 – 10kW Minor Repair CLIN 0003 – 10kW Major Repair CLIN 0004 – 10kW New Production CLIN 0005 – 13kW New Production CLIN 0006 – GFE Maintenance CLIN 0007 – Gold Tube Testing CLIN 0008 – Phase Standards Testing CLIN 0009 – Engineering Services CLIN 0010 – CDRLs The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source, Teledyne Defense Electronics, LLC/Teledyne Microwave Solutions in Rancho Cordova, California, (CAGE 11312) under the authority of FAR 6.302-1.

This is being sole sourced because there is a lack of sufficient technical data, duplicative cost to the Government that is not expected to be recovered through competition, and there would be unacceptable delays in fulfilling the agency requirement through any other source. A Solicitation will NOT be posted to www.sam.gov due to the sole source nature of the requirement and will be sent directly to Teledyne. All responsible sources may submit a capability statement which shall be considered by the agency.

However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Contractors must be properly registered in the System for Award Management (SAM).
