ORIGINAL POST: Naval Surface Warfare Center (NSWC) Crane Division intends to solicit and award a single Firm-Fixed Price (FFP) Indefinite Delivery, Indefinite Quantity (IDIQ) contract to upgrade WRA-9 (P/N A4D0201-3) units to the ASE configuration (P/N A4D0201-5) and to the LBDR configuration (P/N A4D0201-6). The Government does not possess a complete technical data package to compete this action. A competitive procurement approach would result in significant duplication of costs and provide items that only functionally meet the requirements. Procurement of parts, which are not form, fit and functionally interchangeable, would result in not only development costs but more significantly, sustainment costs. The effort will not be set aside for small business concerns. No hard copies of the solicitation will be mailed.
