This is a Sole Source Synopsis. The Naval Sea Systems Command (NAVSEA) intends to utilize other than full and open competition to award a contract (consisting of a base year and up to four option periods) to General Dynamics Mission Systems (GDMS) for the follow-on development and production of MK 48 MOD 8 Heavyweight (HWT) Guidance and Control (G&C) Sections, and engineering and technical support.
GDMS is the current and only responsible source as the design agent, manufacturer, assembler, and test agent for continued development of MK 48 MOD 8 HWT G&Cs capable of meeting the Government's requirements. The Government intends to solicit and negotiate with GDMS, and this contract action will be awarded pursuant to 10 U.S.C. 3204(a)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1.
Program Executive Office (PEO) Undersea Warfare Systems (PEOUWS), Undersea Weapons Program Office (PMS 404), is the Program Office responsible for this program. The MK 48 HWT torpedo is the U.S. Navy’s primary submarine launched anti-submarine (ASW) and anti-surface warfare (ASUW) weapon. The MK48 MOD 8 is the latest iteration of the HWT torpedo.
It is a high performance, self-propelled underwater vehicle that contains complex electronic and mechanical subassembly systems for providing propulsion, steering, navigation, and target detection. The system technologies include acoustic sonar, G&C electronics, electrical power, hydraulic systems, mechanical pumps, and propulsion. Interested parties may express their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals.
All expressions of interest must be received within fifteen (15) days after date of publication of this synopsis, and will be considered by the Government. Any submissions will not be reimbursed by the Government -- the entire cost of any submission will be at the sole expense of the source submitting the information. This synopsis is for informational purposes only. Companies interested in subcontracting opportunities must contact GDMS directly.
