The Naval Sea Systems Command (NAVSEA) intends to procure electronics equipment for use in providing cybersecurity related defenses on board surface Navy ships via extension to the existing and competitively awarded contract, N00024-19-D-4114, to Hexagon US Federal, INC., 301 Cochran Road, Huntsville, AL.

The Navy intends to procure additional computing platforms and engineering support from industry to host this operating environment and other cybersecurity computer program applications, the Situational Awareness, Boundary Enforcement and Response (SABER) Computing Hardware suite.

The SABER Computing Hardware is required to be developed in four different types of SABER equipment suite units: • SABER racks • Boundary Defense Capability (BDC)/Distributed Packet Collector (DPC) Variant "A" units with built- in displays • Boundary Defense Capability (BDC)/Distributed Packet Collector (DPC) Variant "B" units without built-in displays, • Out of Band Network Switch (OOBNS) Units If a Request For Proposal (RFP) is issued, it will contain a performance specification citing the required computing requirements for each configuration.

The intended contract actions are for supplies for which the Government intends to solicit and negotiate with only a limited number of sources pursuant to 10 U.S.C 3204(a)(1) as implemented by FAR 6.302-1. Use of an alternative source, other than Hexagon, would result in unacceptable schedule delays or substantial duplication of costs in fulfilling the Navy’s needs.

The Government requests that industry parties other than Hexagon that self-identify as being able to perform the Navy’s SABER requirement as a prime contractor provide the Navy a capability package indicating so. All capability packages shall be sent to both the contract specialist and contracting officer listed on this publication. If the capability package contains proprietary information, please request from the aforementioned contacts a DoD SAFE “drop off ” link.

All capability packages shall be submitted to the Navy on or before 30 calendar days from the date of this publication. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Navy. This pre-solicitation synopsis shall not be construed as a commitment by the Government to solicit contractual offers or award contracts.

This is not a request for proposals, a promise to issue a request for proposals, or a promise by the Government to pay for information received in response to this synopsis or any subsequent synopsis. The information contained herein is subject to modification and in no way binds the Government to award a contract. The Government will not pay for any effort expended or any material provided in response to this announcement, nor will the Government return any data provided.
