PMS 460 DDG(X) Program Office Industry Day Announcement PMS 460, DDG(X) Program Office, will be conducting an Industry Day on July 15, 2024, for the development of a power and propulsion system.

This will be an informational meeting that will provide an overview of the DDG(X) development plans, design status, requirements, and an update on Land-Based Test Site (LBTS) planning to support the power and propulsion system industry base readiness to quickly respond to Navy requirements for new power generation and distribution, energy management, power and propulsion system plant controls, and propulsion systems.

The Navy is seeking participation from electric power and propulsion equipment manufacturers, academia, and other interested parties to support the design and development of the power and propulsion system for the DDG(X) Guided Missile Destroyer. LBTS will be a representation of the DDG(X) power & propulsion system that is in the developmental stage and will be used for system demonstration and risk reduction prior to procurement of the tactical power & propulsion system.

The LBTS will be a full-scale power & propulsion system that represents one shaft line of the DDG(X) power and propulsion system including associated power generation, propulsion, controls, electrical distribution, and conversion equipment. Modeling & Simulation (M&S) will be used to evaluate system performance in a digital environment representing a DDG(X) total ship system. Models of equipment will be validated with full scale testing at the LBTS.

DDG(X) M&S and LBTS activities will meet the following key objectives: De-risking the DDG(X) ship power & propulsion system. Developing and validating power and propulsion system operation and component interfaces and specifications. Testing and maturing control system active power management, machinery controls, and cybersecurity. Developing and validating interfaces with combat systems through M&S. Informing DDG(X) Concepts of Operation (CONOPS) capabilities and limitations.

Presentations will be provided by Navy subject matter experts. As this is not a solicitation, no attendee firm should view this as an opportunity to exhibit its qualifications or technical merit that distinguish itself from others in attendance. Please limit attendance from each company to two (2) individuals as the total attendance will be limited.

Attendees must be US Citizens or Permanent Resident Aliens and must represent bona fide US Department of Defense (DoD) contractors as the presentation materials may include limited distribution information. A completed Non-Disclosure Agreement (NDA) and DD Form 2345 (Militarily Critical Technical Data Agreement) will be required prior to registration and must be provided to the contacts identified below or attendance will not be permitted.

Note: only completed DD Form 2345s signed by the US and Canadian designated officials will be accepted and not forms signed only by the company.

Registration: Interested parties shall send completed NDAs, DD Form 2345s, and the names of individuals attending industry day to PMS 460 POC: Michelle Singer michelle.s.singer2.civ@us.navy.mil and SEA 02 POC: Jocelyn Varela-Martinez jocelyn.i.varela-martinez.civ@us.navy.mil. Upon receipt of the above-mentioned forms, a registration form will be provided to you via email for registration for Industry Day.

Please complete the registration form and send it back to Michelle Singer michelle.s.singer2.civ@us.navy.mil and Jocelyn Varela-Martinez Jocelyn.i.varela-martinez.civ@us.navy.mil no later than Monday, July 1, 2024 at 12:00pm EST. Registration will be confirmed by the contacts identified above and failure to register will prohibit admittance.

Note: This is NOT a "bidder’s conference”, and this announcement is not a contract, request for proposal, a promise to contract, or a commitment of any kind. The Government will not assume liability for costs incurred by any offeror for travel, presentations, marketing efforts or data offered for examination; therefore, the cost of preparing information in response to this notice is not considered an allowable direct charge to the Government. Subsequent to the event, the Government intends to provide all attendees the presentation material and a list of companies that were in attendance at Industry Day. Inability to attend the Industry Day in-person does not preclude any subsequent interactions with the Government, consideration of potential technology solutions, or the ability to receive the information that was provided at Industry Day.

If unable to attend, notify the Government when submitting the signed NDA and DD form 2345 and the Government will provide the documents following conclusion of industry day.
